  1. Abolishment of democracy and restoration of the republican form of government in Belarus.
    within 90 days:
  • proclamation of a republican referendum with regard to abolishment of the constitution of the republic of Belarus of 1994 with changes and additions of 1996 and 2004;
    within 180 days:
  • formation of the institute of national remembrance for reconstruction of the history of Belarusian communism (1917-1991) and of Belarusian democracy, transfer of archives of the communist party of the soviet union, transfer of archives of the communist party of Belarus, transfer of archives of the committee of the state security of Belarus and transfer of all state archives of Belarus to the institute of national remembrance, and opening of all these archives to all citizens of the republic of Belarus;
    within 360 days:
  • when the constitution of the republic of Belarus of 1994 with changes and additions of 1996 and 2004 is abolished in an obligatory national referendum, restoration of the constitution of Belorussia of 1978 with changes and additions done by the Declaration of the state sovereignty of the republic of Belarus of 1990, and convention of the Supreme Council of the republic of Belarus, in accordance with respective electoral procedures written in these documents;
  • destruction of monuments to activists of international, Russian, soviet and Belarusian communist movements, renaming of administrative units, streets and buildings named after activists of international, Russian, soviet and Belarusian communist movements, destruction of eternal fires, conversion of all monuments to unknown soldiers to monuments to all soldiers and officers who fell in the territory of Belarus in the first world war and in the second world war.
  1. Federalization of Belarus.
    within 180 days:
  • establishment of autonomous Polesian region with Mosyr as its capital instead of Gomel region;
  • establishment of autonomous Molodechno region with Molodechno as its capital (without city of Minsk and part of Minsk region till the borders of Mogilev region);
  • introduction of self-government and the Russian language as a regional state language in Vitebsk region;
  • enlargement of Grodno region with the part of Minsk region that was the part of Poland in accordance with the treaty of Riga of 1921, introduction of self-government and the Polish language as a regional state language in Grodno region;
  • enlargement of Brest region with the part of Gomel region that was the part of Poland in accordance with the treaty of Riga of 1921;
    within 360 days:
  • drafting, signing and presentation for ratification to the supreme council of Belarus the federative treaty on division of powers between the republic of Belarus and Polesian region, the federative treaty on division of powers between the republic of Belarus and Vitebsk region, the federative treaty on division of powers between the republic of Belarus and Grodno region.
  1. Restructuring of Belarusian state
    within 30 days:
  • abolishment of rights of officials, representatives, statesmen to state houses, state vehicles and state security;
  • prohibition of allocation of state funds to social advertisements;
  • permission to citizens of Belarus to receive an unlimited amount of humanitarian assistance from foreign states, corporations and individuals without any restrictions or license;
  • permission to officials, representatives, statesmen to receive gifts from individuals and corporations for accurate fulfillment of their official duties;
    within 90 days:
  • abolishment of Belarusian special operations units and transfer of soldiers enrolled in Belarusian special operations units into the Belarusian national army as soldiers;
  • public audit and abolishment of all state non-budget funds and all state special budget funds with transfer of all of its funds into the state budget of Belarus;
    within 180 days:
  • establishment of ministry of justice instead of ministry of internal affairs, ministry of justice, state prosecution, state control committee;
  • establishment of ministry of defense instead of ministry of defense, state border guard committee, state military industry committee;
  • establishment of ministry of finance instead of ministry of finance, ministry of taxes and duties, state customs committee, national bank of Belarus;
  • establishment of ministry of foreign affairs;
  • establishment of ministry of internal affairs;
  • dismissal of two-thirds of all Belarusian officials employed in these ministries with allocation to each of them free of charge a free plot of land of one hectare per family member in the territory of Belarus;
  • establishment of the council of ministers of the republic of Belarus inclusive of the chairman of the council of ministers of the republic of Belarus, minister of justice, minister of defense, minister of finance, minister of foreign affairs, minister of internal affairs;
  • establishment of the supreme court of the republic of Belarus instead of the constitutional court, supreme court, and supreme economic court;
    within 360 days:
  • abolishment of all other ministries and all other state agencies, and dismissal of all Belarusian officials employed in these ministries and these state agencies with allocation to each of them free of charge a free plot of land of one hectare per family member in the territory of Belarus and transfer of their authority to district and regional governments.
  1. Strengthening of customs union within the Union State of Russia and Belarus.
    within 90 days:
  • repeal of all embargoes and all prohibitions on importation of agricultural goods to the territory of the Union State of Russia and Belarus;
  • unification of customs legislation of the republic of Belarus and the Russian federation;
  • abolishment of Belarusian administrative border between Belarus and the Russian federation and relocation of Belarusian customs control to external borders of the Union State of Russia and Belarus;
  • unification of customs duties for corporations and companies in accordance with Russian customs legislation and increasing of duty free norm of importation of goods for individual citizens of Belarus to 2.5 million Russian roubles every day.
  1. Establishment of currency union within the Union State of Belarus and Russia.
    within 90 days:
  • proclamation of the republican referendum on establishment of currency union of the Russian federation and Belarus;
    within 360 days:
  • when currency union of the Russian federation and Belarus is approved in the obligatory national referendum, introduction of the Russian rouble as common currency of the Union State of Russia and Belarus, and conversion of Belarusian roubles into Russian roubles at exchange rate of one Belarusian rouble into thirty Russian roubles, allocation of the state loan of the Russian federation to this monetary reform.
  1. Strengthening of the Union State of Russia and Belarus
    within 90 days:
  • drafting, signing and presentation of the constitutional act of the Union State of Russia and Belarus, defining a legal status of the Union State of Russia and Belarus, to a referendum;
    within 360 days:
  • when the constitutional act of the Union State of Russia and Belarus is approved in the obligatory national referendum, transfer of appropriate powers to parliament and the government of the Union States of Russia and Belarus, and establishment of positions of the president and vice-president of the Union State of Russia and Belarus.
  1. Strengthening national defense of Belarus
    within 90 days:
  • increasing the military minimal wage to 16000 Russian roubles per month;
  • prohibition of sale of weapons and military vehicles outside the territory of Belarus;
  • approval of the state loan of 16 trillion Russian roubles of the Russian federation to rearm the Belarusian army with Russian weapons;
  • restriction of the number of Belarusian armed forces to 500 thousand military men in peace time;
  • transformation of Belarusian militias into the national guard of the republic of Belarus;
  • restriction of the number of the national guard of the republic of Belarus to 500 thousand national guardsmen in peace time;
  • prohibition to Belarusian military men to participate in a war outside the territory of Belarus;
  • drafting and ratification of the law declaring the territory of Belarus nuclear free zone;
  • drafting and ratification of the law allowing every citizen of Belarus and every resident of Belarus in the territory of Belarus to keep, bear, buy, sell and transfer without any registration or license knives, electric shockers, handguns and pistols, submachine guns, machine guns, automatic rifles, grenade launchers, grenades, mines, fire-throwers, portable missile launchers, portable anti-tank missiles, portable anti-aircraft missiles, portable anti-ship missiles and appropriate munitions thereto;
  • drafting, ratification and passage of the law allowing every citizen of Belarus and every resident of Belarus in the territory of Belarus to organize, train and arm self-defense militias as brigades of the national guard of Belarus up to 10000 national guardsmen to protect plots of land up to 100 hectares per person and real estate situated therein;
  • abolishment of kgb, destruction of kgb headquarters and destruction of dzerzinski monument in Minsk;
  • abolishment of military draft and introduction of one-year voluntary military service or one-year voluntary civil service as obligatory condition for naturalization in Belarus;
  • abolishment of exam and physical fitness requirements for all children of officers in admission to military schools, reduction of minimal entry age in military schools to 12 years with four-year term of study in military schools;
  • exit of Belarus from convention on prohibition of anti-personnel landmines;
  • allocation of five billion Russian roubles for search and burial of military men of all armies who fought in the territory of Belarus in the second world war to honor the memory of the victors and remind aggressors of their fate;
    within 360 days:
  • establishment of 1000 shooting ranges in each region of Belarus;
  • installation of automatic border guard system in external borders of the republic of Belarus, based on automatic machine gun towers and surveillance drones that kill those who violate external borders of the republic of Belarus.
  1. Dissolution of globalist networks.
    within 30 days:
  • ending negotiations on accession of the republic of Belarus to WTO;
  • recognition of the territory of the republic of Crimea as part of the sovereign territory of the Russian federation by the republic of Belarus.
    within 180 days:
  • Belarus will end cooperation and participation in IMF, World bank, OSCE, EBRD;
  • Belarus will end cooperation and participation in UNIDO, UNESCO, UNICEF, WHO;
  • Belarus will end cooperation and participation in the Eurasian economic union, organization for collective security, commonwealth of independent states;
  • reduction of diplomatic missions of Belarus to honorary consulates in the states that carry out anti-Belarusian activities;
  • proclamation of the republican referendum on non-participation of Belarus in the EU program eastern partnership;
  • proclamation of the republican referendum on non-participation of Belarus in customs union within the Eurasian economic union;
    within 360 days:
  • exit of Belarus from the EU program eastern partnership and ending of all projects initiated therein when participation of Belarus in the EU program eastern partnership is rejected in the obligatory national referendum;
  • ending of diplomatic relations between the European union and Belarus and closure of the representative office of the European commission in Minsk with transfer of diplomatic relations between Belarus and the EU member states exclusively on bilateral basis;
  • exit of Belarus from customs union within the Eurasian economic union when participation of Belarus in customs union within the Eurasian economic union is rejected in the obligatory national referendum.
  1. Just system of taxation
    within 30 days:
  • introduction of extraordinary property tax upon property of companies and corporations with assets in excess of 50 million Russian roubles via obligatory doubling of equity of these companies and corporations, funded by allocation to equity of 50% of net income of these companies and corporations for the term of at most fifty years until new equity of these companies and corporations is fully funded. Once new equity of these companies and corporations is fully funded, half of new equity is transferred to the state social fund to be sold;
  • introduction of the temporary war tax of 10% of the last year income of companies, corporations, individuals and families and allocation of funds collected from war tax for organization of the Belarusian national army;
  • introduction of the income tax of 10% of the last year income of companies, corporations, individuals and families and allocation of 80% of funds collected from income tax to district budgets, allocation of 10% of funds collected from income tax to regional budgets, allocation of 10% of the funds collected from income tax to republican budget;
  • introduction of the social tax of 10% of the last year income of companies, corporations, individuals and families, paid to non-government charitable organizations that distribute in the territory of Belarus among the poor no less than 90% of the collected funds within one year after collection, or to the state social fund according to the will of taxpayer;
  • permission of joint tax payment to generations of the family who have common household;
  • ending toll roads in Belarus;
    within 90 days:
  • repeal of value added tax, excise taxes, transportation toll, land tax, real estate tax, and all other republican and local taxes, except for temporary war tax, income tax, social tax, customs duties.
  1. Abolishment of interest slavery.
    within 30 days:
  • ending interest payments on foreign loans;
  • abolishment of state guarantees on loans in foreign currency taken by organizations, companies and corporations;
  • prohibition on borrowing by district and provincial governments;
  • prohibition of so-called derivatives (futures, options, swaps, esoteric financial instruments) trade to individuals, organizations, companies and corporations;
  • prohibition of borrowing in foreign currency, except for Russian roubles, to individuals, organizations, companies and corporations;
  • prohibition to extend loans in excess of equity and loans taken, except for one-day loans taken, to all banks;
  • prohibition of loan commissions to all banks;
  • prohibition to pay interests and collect commissions on current accounts to all banks;
  • restriction of state deposit guarantee to funds kept on current accounts of individuals, companies and corporations;
    within 90 days:
  • restricting interest rate on all loans and debts to 10% per annum and restricting total amount of interest paid on all loans and debts to 200% of debt and loan principal;
  • restricting of term of all loans and debts to 50 years, with only one prolongation of all loans and debts to the term not exceeding 50 years;
    within 180 days:
  • introduction of state limitation of total government debt to 700% of GDP of Belarus;
  • prohibition of depositing of gold and foreign currency reserves of Belarus outside of the territory of the Union State of Russia and Belarus;
  • restructuring of all loans and debts with reduction of interest rate to 10% per annum, reduction of total amount of interest paid to 200% of debt principal or loan principal and reduction of term of debt or loan to 100 years;
  • prohibition of enforcement by court judgments of collection of interest on debts and loans, interest rate for which exceed 10% per annum by court judgments.

  1. Nationalization, expropriation and restitution
    within 30 days:
  • prohibition of foreign ownership in excess of 49% in equity of Belarusian companies and corporations;
    within 90 days:
  • approval of the constitutional law, which repeals all laws that prohibit review of privatization deals;
  • prohibition of foreign ownership of land and real property;
    within 180 days:
  • expropriation of property of foreign citizens and foreign companies and corporations from the countries in which economic and social rights of Belarusian citizens are violated and in which there are no effective legal procedures for protection of economic and social rights, in particular, effective protection from prosecution of the Belarusian citizens who initiated administrative or legal procedures for protection of their economic and social rights, and effective procedures of compensation of material damages from violation of economic and social rights of Belarusian citizens within a reasonable term;
  • restitution from the Belarusian state to the Russian orthodox church and the Roman catholic church of religious objects, land and real property expropriated from the Russian orthodox church and the Roman catholic church in times of Belarusian communism (1917-1991) and Belarusian democracy (1991-);
  • restitution from the Belarusian state to Christian churches of land and real property, expropriated from Christian churches in times of Belarusian democracy (1991-);
  • restitution from the Belarusian state to all other religious organizations of religious objects, except for land and real property, expropriated from the Russian orthodox church and the Roman catholic church in times of Belarusian communism (1917-1991) and Belarusian democracy;
    within 270 days:
  • reduction of share of foreign ownership in equity of Belarusian companies and corporations with foreign ownership to 49% via forced proportional increase of share of Belarusian owners in equity of Belarusian companies and corporations with foreign ownership, allocation of 50% of net income of companies and corporations with foreign ownership to forced proportional increase of share of Belarusian owners in equity of Belarusian companies and corporations with foreign ownership for the term not exceeding fifty years;
  • sale of expropriated property and payment of compensation of double the amount of material damages to Belarusian citizens, whose economic and social rights were violated outside the territory of Belarus, wherein there is evidence of material damages and wherein there are no effective procedures of protection of economic and social rights of citizens of the republic of Belarus;
  • restitution of up to 100 hectares of expropriated land and one expropriated apartment or one expropriated house per one individual expropriated in times of Belarusian communism (1917-1991) and Belarusian democracy;
    within 360 days:
  • sale of all Belarusian state enterprises with more than 1000 employees to Russian investors at economically justified free market prices;
  • expropriation of all land and property owned by foreigners;
  • abolishment of free enterprise zones and all preferential tax rates for corporations and companies with foreign ownership.
  1. Trust-breaking
    within 30 days:
  • drafting, signing and ratification of the law allowing in the territory of Belarus every citizen of Belarus and every resident of Belarus free coinage of 12 karat gold, silver and copper money;
  • drafting, signing and ratification of the law allowing in the territory of Belarus every citizen of Belarus and every resident of Belarus to make all payments in gold, silver and copper coins and bullion without any taxes and duties, including customs duties;
  • prohibition of toll roads in Belarus;
  • unification of requirements for equity of all companies and corporations, including banks and financial companies, at 5 million Russian roubles;
  • repeal of payments for municipal parking lots;
  • repeal of licensing of operators of international communication channels (external internet channels, including satellite internet, and internet calling);
  • prohibition of ownership of more than 100 hectares of land by one individual, and prohibition of ownership of more than 10000 hectares of land by one organization, corporation or company;
  • prohibition of employment of more than 1000 workers by one individual, prohibition of employment of more than 10000 workers by one organization, company and corporation;
    within 90 days:
  • prohibition of sale of goods and services by Belarusian state-owned enterprises at prices below prices for Belarusian individuals, companies and corporations;
  • expropriation of land in excess of 100 hectares per individual or 10000 hectares of land per organization, company or corporation;
    within 180 days:
  • division of works to create and maintain technological infrastructure of the Belarusian internet and Belarusian telecommunication networks between small and medium-sized Belarusian technological companies;
  • division of Beltelecom into six companies that provide district and regional telecommunication services, three companies that provide international telecommunication services, and one internet service provider;
  • forced division of enterprises employing in excess of 10000 workers;
  • restoration of private notaries with the right to receive collected state duties;
    within 270 days:
  • sale of 49% of shares of companies created instead of Beltelecom to individual citizens of the republic of Belarus in the amount of no more than five million Russian roubles per citizen.
  1. Protection of rights and freedoms of man and citizen
    within 30 days:
  • proclamation of general amnesty to all accused, arrested and imprisoned citizens of the republic of Belarus and residents of the republic of Belarus;
  • repeal of all Belarusian legal norms that allow forced labor in the territory of Belarus and liberation from slavery of all citizens of Belarus who were forced to labor;
  • repeal of state registration for all persons present in the territory of Belarus;
  • increase of disability pensions for all completely physically disabled men and women to 16000 Russian roubles;
  • repeal of obligatory state registration and obligatory state technical review of motorcycles, automobiles, boats, ships, air vehicles;
  • repeal of obligatory wear of safety belts in automobiles;
  • repeal of obligatory prescriptions as condition for purchase of all medicines at drug stores;
  • prohibition of extradition of citizen of Belarus to another state or international organization;
  • introduction of the right to asylum in Belarus for all persons declaring themselves ethnic Russians and Belarusians, who live outside the territory of the Union State of Russia and Belarus, whose economic and social rights were violated by other states with ethnic discrimination, endangering their freedom, health or life;
  • prohibition of state investigation without permission of the prosecutor;
  • prohibition of exportation from Belarus donor blood, organs and tissues, prohibition of transplantation of organs and tissues of Belarusian donors to foreigners;
  • prohibition of arrest without court order;
  • prohibition for non-citizens to represent others in courts of Belarus and in courts of the Russian federation;
  • repeal of all restrictions on payments in cash in Belarus;
  • provision of condoms and contraceptives to all citizens of Belarus free of charge;
  • permission of euthanasia of permanently unconscious persons, permanently physically disabled persons, persons with incurable chronic diseases HIV and cancer with freely and consciously written agreement of euthanized persons confirmed by written opinions of two or three doctors of medicine;
    within 90 days:
  • proclamation of the republican referendum on recognition of independence of Abkhazia, South Ossetia, Transnistria and Nagorny Karabakh;
  • prohibition of collection of biometric information of all persons present in the territory of Belarus, except for persons accused or convicted for felony crimes, and destruction of previously collected biometric information;
  • repeal of all articles of the criminal code of the republic of Belarus, that violate rights and freedoms of man and citizen, amnesty to all persons convicted according to these articles, and payment of compensation of two monthly minimal wages per month of unlawful arrest, false conviction and false imprisonment to every person convicted according to these articles;
  • repeal of all articles of the administrative law of the republic of Belarus and other laws of Belarus that violate rights of man and citizen, rights and freedoms of Belarusian and Russian national and ethnic minorities;
  • approval of the law reducing the terms of conviction to at most seven years for one felony crime;
  • introduction of programs of resettlement of the persons who declare themselves ethnic Russians and Belarusians and live outside the territory of the Union State of Russia and Belarus and who desire to return to the territory of the Union State of Russia and Belarus;
    within 180 days:
  • accession of the republic of Belarus to ILO convention on tribal and indigenous peoples;
    within 360 days:
  • release from prisons, colonies, concentration camps, psychiatric clinics and psychiatric prisons and all other places of confinement of the republic of Belarus of all citizens and residents of the republic of Belarus who are kept therein;
  • recognition of independence of Abkhazia, South Ossetia, Transnistria and Nagorny Karabakh when it is approved in the referendum;
  • resettlement of the jews, jewesses, and jewish children who live in Belarus to the state of Israel from the river Nile to the river Euphrates at the expense of Belarus;
  • resettlement of Polish men, women and children to Grodno region or the republic of Poland.
  1. Fight against crime
    within 30 days:
  • prohibition of lotteries and casinos;
  • prohibition of collection of gambling debts via courts of law;
  • introduction of the death sentence for homosexuality, lesbianism, bestiality, incest, pedophilia (sexual relations with girls below 12 years of age), child murders (abortions), change of gender, cannibalism, human cloning, intentional murder, enslavement of men/women or selling of men/women to slavery, terrorism, pederasty, usurpation, degradation;
  • acknowledgement by law of the right to self-defense in defense of life, freedom, dignity and property, and removal of legal responsibility for self-defense in defense of life, freedom, dignity and property;
  • introduction of the right to asylum in Belarus for all persons born in the territory of the Union State of Russia and Belarus who were victims of sexual exploitation or sexual slavery;
  • repeal of prohibition of drinking and smoking in public;
  • lowering the minimal age of purchase of alcohol and tobacco to 16 years;
  • repeal of prohibition of growing, production, possession and use of pot and ecstasy;
  • prohibition of torture and torment, inhuman and degrading treatment in the territory of Belarus;
  • increase of cost of a Belarusian visa to 5000 Russian roubles for the term no longer than 90 days with refund of the visa cost if a visa is not granted;
  • increase of cost of a Belarusian residence permit to 16000 Russian roubles for the term no longer than one year with refund of the residence permit cost if a residence permit is not granted;
  • introduction of duty to declare at least 5000 Russian roubles for each day of presence in the territory of Belarus for all foreigners;
  • drafting and ratification of the law allowing every citizen of Belarus and every resident of Belarus in the territory of Belarus to freely organize Belarusian detective agencies with up to 10000 detectives to investigate civil and criminal cases without any permission or license of Belarus;
    within 180 days:
  • extension of existing repatriation programs and establishment of new repatriation programs for voluntary repatriation of all refugees and migrants from the territory of Belarus to their native countries or to safe third countries;
  • introduction of obligatory deportation of all foreigners who committed felony crimes in the territory of Belarus;
  • introduction of jury trial for civil and criminal cases with value of claims in excess of 50 thousand Russian roubles at the request of accused or respondent party;
    within 360 days:
  • dissolution of visa free travel agreements between Belarus and other states;
  • destruction of organized criminal organization Vitebsk gang, active in Vitebsk region since 1917, with the system of military punishments;
  • opening of three districts of Mogilev region, in which non-intentional murderers and torturers, thieves and fraudsters, whores, rapists and pimps can settle or will be sent according to the judgments of courts, in which the laws of Belarus have no legal effect, taxes and duties, including customs duties, are not collected, every man and woman can freely kill in defense of life, freedom, dignity and property, bearing neither legal nor moral responsibility, and wherein everyone who committed no abominable deeds of homosexuality, lesbianism, bestiality, incest, pedophilia (sexual relations with girls below 12 years of age), child murders (abortions), change of gender, cannibalism, human cloning, intentional murder, enslavement of men/women or selling of men/women to slavery, terrorism, pederasty, usurpation, degradation, by which a man falls to a two-legged beast;
  • opening of three districts of Vitebsk region, in which idol worshipers and liars, men and women who do not fulfill the laws of Belarus, Christians who do not fulfill the laws of Belarus can settle or will be sent according to the judgments of courts, in which the laws of Belarus have no legal effect, taxes and duties, including customs duties, are not collected, every man and woman can freely kill in defense of life, freedom, dignity and property, bearing neither legal nor moral responsibility, and wherein everyone who committed no abominable deeds of homosexuality, lesbianism, bestiality, incest, pedophilia (sexual relations with girls below 12 years of age), child murders (abortions), change of gender, cannibalism, human cloning, intentional murder, enslavement of men/women or selling of men/women to slavery, terrorism, pederasty, usurpation, degradation, by which a man falls to a two-legged beast.
  1. Protection of environment.
    within 30 days:
  • ending works of the nuclear power plant in Ostrowiec;
  • prohibition of exportation of Belarusian peat, wood, leather, electricity and agricultural goods outside the territory of the Union State of Russia and Belarus;
  • repeal of hunting licenses, fishing licenses, forest licenses for citizens of the republic of Belarus;
  • allocation of one hectare of land free of charge to each citizen of the republic of Belarus who wants to build a traditional wooden house (chata);
  • prohibition of micro-chipping of animals;
    within 90 days:
  • proclamation of the act of ethnocide of swamp draining in Polesie 1970-2000;
  • ending swamp draining in Polesie and initiation of large scale re-swamping of Polesian forests with restoration of the traditional way of life of Polesians;
  • prohibition of investments and importation of goods of corporations that destroy natural environment or exploit indigenous peoples in developing countries;
  • exit of the republic of Belarus from Kyoto protocol that unduly restrains CO2 emissions in atmosphere;
    within 180 days:
  • introduction of obligatory radiological control of all territory of Belarus and creation and distribution of maps of nuclear contamination of the territory of Belarus and of Geiger counters free of charge;
    within 360 days:
  • prohibition of agricultural activities in the nuclear contaminated territories of Belarus and resettlement of persons residing therein at the expense of the Belarusian state if they so desire this;
  • disassembling of two nuclear reactors of the nuclear power plant in Ostrowiec, transportation of two nuclear reactors to Smolensk, assembling of two nuclear reactors at the nuclear power plant in Smolensk and sale of electric energy from the nuclear power plant in Smolensk in the territory of Belarus and Russia to repay the loans taken for construction of the nuclear power plant in Ostrowiec.
  1. Absolute freedom of speech
    within 30 days:
  • repeal of all state regulation of the internet, including traffic identification, traffic monitoring without court order, preservation of data on internet websites visited by users, restrictions on hosting of web-sites;
  • repeal of personal numbers of citizens and personal numbers of taxpayers and use of tax accounting for citizens according to their name and family name;
  • prohibition of access to mail or internet mail of an individual or organization, company or corporation without sanction of the prosecutor;
  • suspension of international convention on elimination of all forms of racial discrimination in the territory of the republic of Belarus;
  • suspension of articles 17,19.3,20,22.2 of international covenant on civil and political rights in the territory of the republic of Belarus, articles 5,10(с,h) of international convention on elimination of all forms of discrimination against women, article 3© of international convention on prevention and punishment of the crime of genocide, and within 90 days Belarus resolution to UN with suggestion to call UN General Assembly with regard to repeal of these articles of international conventions as unlawfully violating derivative natural rights to absolute freedom of speech, freedom of peaceful assembly and association, freedom of faith and religion, freedom of conscience - an inalienable part of nature and dignity of every man and every woman;
  • introduction of the right to political asylum for persons, whose derivative natural right to absolute freedom of speech was violated by other countries for any reason whatsoever, endangering their life, health or freedom;
  • rejection of all state ideology and state propaganda in Belarus and dismissal of all Belarusian officials who engage in ideology or propaganda;
    within 90 days:
  • repeal of all articles of the criminal code of Belarus that restrict derivative natural rights to absolute freedom of speech, freedom of peaceful assembly and association, freedom of faith and religion, freedom of conscience;
  • repeal of all articles of the administrative code of Belarus and all articles of all Belarusian legislation that restrict derivative natural rights to absolute freedom of speech, freedom of peaceful assembly and association, freedom of faith and religion, freedom of conscience;
  • introduction of voluntary registration for all religious organizations, non-government organizations, mass media;
  • prohibition of closure or suspension of all religious organizations, non-government organizations, mass media for any reason whatsoever;
    within 360 days:
  • establishment of 1000 open electronic mass media and allocation to each of them up to 5 million Russian roubles via open competition;
  • establishment of 1000 open electronic libraries and allocation to each of them up to 5 million Russian roubles via open competition;
  • closure of all Belarusian libraries, with digitalization of all books kept in Belarusian libraries, and publishing of all digitalized books from all Belarusian libraries in the internet free of charge for all and accessible for all in the web site of the Belarusian network library;
  • exit of Belarus from the international convention on elimination of all forms of racial discrimination.
  1. Classical education for all
    within 30 days:
  • repeal of uniforms in state schools;
  • raise of schooling age to 8 years;
  • repeal of gold and silver medals, centralized testing and admission to academies and colleges according to the exam administered by a gymnasium or lyceum;
  • prohibition of recommendations as condition of entry to educational institutions;
  • prohibition of oath taking as condition for receiving a scientific title or scientific degree;
    within 90 days:
  • repeal of the Gregorian calendar and introduction of the Julian calendar as an official calendar of Belarus;
  • closure of nursery schools;
  • repeal of ten-degree marking system and an inadequate degree of assessment of knowledge;
  • transfer to three degrees of assessment of knowledge (excellent, good, satisfactory);
  • prohibition of expulsion of students from schools, gymnasiums and lyceums, academies and colleges;
  • reduction of the number of students in class to 15 students in state educational institutions;
  • introduction of the right to defend a magisterial and doctoral dissertation without a scientific advisor;
  • allowing and promoting of religious and private education and home schooling, education in the languages of ethnic minorities;
  • exit from patent international conventions and restriction of all patent rights to all inventions, realizable in industrial models, and to all trademarks to seven years from the date of acquiring these rights, with the opportunity to extend patent rights for additional seven years in case of initiation of industrial (commercial) use of patents;
  • restriction of copyright to all electronic books to citation of authors of electronic books for the term of seven years from the date of publication of electronic books, renewable for seven additional years in case of publishing and selling electronic books;
  • restriction of copyright to all printed books to the term of seven years from the date of publication of printed books, renewable for seven additional years in case of publishing and selling printed books;
  • restriction of copyright to all audio recordings to citation of the author of audio recordings to the term of seven years from the date of publishing audio recordings, renewable for seven additional years in case of publishing and selling audio recordings;
  • restriction of copyright to all programs to the programs that are part of computers for the term of seven years from the date of production of computers, with the opportunity to extend patent rights for additional seven years in case of initiation of industrial (commercial) use of computers;
  • restriction of copyright to all video recordings to the term of seven years from the date of publishing video recordings, renewable for seven additional years in case of publishing and selling video recordings;
  • restriction of copyright to all creative performances in which there are at least twelve actors to seven years from the date of the first performance, renewable for seven additional years in case of publishing and selling video recordings of creative performances;
  • allowing free distribution of copies of books, computer programs, audio recordings and video recordings for non-commercial purposes via the internet;
    within 180 days:
  • restoration of the non-reformed Russian orthography of 1917 as official orthography of the Russian language in Belarus;
  • closure and sale of kindergartens;
  • creation of free and accessible schools and introduction of free four-year school education without marking and without homework, education in schools ends with issuance of school diplomas;
  • creation of free and autonomous sport schools, music schools and art schools with admission according to entry competition and term of study not exceeding five years;
  • creation of free and accessible autonomous gymnasiums and lyceums that provide education and professional training with the term of study of four years, education in gymnasiums and lyceums ends with issuance of degree of bachelor of sciences or bachelor of arts;
  • preservation of free higher education with admission according to entry competition;
  • introduction of interest free and accessible to all state education loans repayable after completion of education;
  • abolishment of academy of sciences;
  • creation of free and autonomous colleges and academies, with admission according to entry competition, education in which lasts five years and ends with defense of a magisterial dissertation with issuance of the degree of master of sciences or master of arts;
  • abolishment of state accreditation commission, candidate courses and degrees of candidate of sciences, scientific degrees of honorary doctor of sciences and scientific titles of the academician;
  • establishment of free and autonomous doctoral courses with admission according to entry competition, education in which lasts three years and ends with defense of a doctoral dissertation with issuance of the degree of doctor of sciences or doctor of arts;
  • denial of the right to reject magisterial and doctoral dissertations to scientific councils, permission of only one recommendation of correction of magisterial and doctoral dissertation for the term of three months or six months respectively, after which a magisterial degree or doctoral degree is automatically granted;
  • introduction of indirect progressive and secret elections of chairmen of faculties, deans of departments and rectors of colleges and academies out of doctors of sciences according to the principle: one professor one vote for the term no more than two years;
  • free establishment of requirements for the scientific title of professor by colleges and academies;
  • transformation of scientific research institutes into autonomous research and development centers and their sale;
    within 360 days:
  • automatic issuance of school diplomas to all failed school students, automatic issuance of degrees of masters of sciences and masters of arts of colleges and academies of their choice to all failed students; automatic issuance of degrees of doctors of sciences and doctors of arts of colleges and academies of their choice to all those who completed candidate courses or doctoral courses or have degrees of candidate of sciences;
  • prohibition of teaching in colleges and academies for all those who do not have degrees of a doctor of sciences.
  1. Peace to houses.
    within 30 days:
  • introduction of 120% pay for communal services for all citizens and residents of Belarus;
  • prohibition of expulsion from one owned apartment or one owned house for any reason whatsoever, except for an apartment or house built or purchased with a mortgage loan taken from a bank or a financial company, expulsion from which is allowed for the reason of long-term (more than 12 months) failure to pay interest or principal on a mortgage loan;
  • prohibition of construction of hockey stadiums and other sport and cultural buildings at the expense of the state;
    within 360 days:
  • transformation of all hostels in Belarus into hotels;
  • provision of social housing of at least 30 square meters per person to all persons without place of residence who are citizens of Belarus.
  1. Land to peasants.
    within 90 days:
  • declaration of the act of genocide collectivization of Belarus 1929-1933;
    within 180 days:
  • allocation to each citizen of the republic of Belarus who wishes to plow the land up to 100 hectares of land according to his will in lifetime inheritable possession without the right to sell and without the right to mortgage;
  • allocation to each citizen of the republic of Belarus who wishes to plow the land a state interest free loan of up to five million Russian roubles for its cultivation.
  1. Factories to workers.
    within 90 days:
  • giving each citizen of the republic of Belarus the right to purchase stocks from the state in each state-owned corporation at balance value of its assets;
    within 180 days:
  • giving workers of a state company, state education organization, state healthcare organization, state communal organization with no more than 1000 workers the right to self-privatization - transformation of this company or organization into partnership according to the decision of the majority of workers with transfer of all state-owned property of this company and this organization free of charge to workers of this company and this organization in indefinite possession without the right to sale and the right to mortgage.

  1. Protection of labor honor
    within 30 days:
  • introduction of the duty of an employer to indicate in every job offer the name of an employer, an hour wage and monthly wage, required education, required qualifications, required experience of job applicants, introduction of the duty of an employer to review all job applications and inform in writing every rejected job applicant of reasons for rejection;
  • prohibition of recommendation letters as requirements of employment;
  • introduction of simplified pay scales that prohibit more than fivefold differentiation of pay in state organizations, companies and corporations;
  • introduction of absolute restriction of pay, bonus and benefits of five million Russian roubles per month in state organizations, companies and corporations;
    within 90 days:
  • introduction of five-day and forty-hour workweek;
  • introduction of 20% bonus to basic work hour rate per each work hour in excess of forty hours per week;
  • increase of the minimal wage to 16000 Russian roubles per month, 100 Russian roubles per hour;
  • introduction of two-week advance pay;
  • increase of paid annual holiday from 30 days annually to 90 days annually;
  • introduction of the minimal length of a labor contract of one year and the maximum length of a labor contract of five years. Prohibition of indefinite labor contracts and replacement of indefinite labor contracts with one-year labor contracts;
  • introduction of three-month preliminary warning before dissolution of a labor contract;
  • introduction of public works to grow trees, bushes, flowers and grass in publicly owned land and in state land, introduction of public works to build roads, bridges and other public works of transportation for all citizens of the republic of Belarus without exception, paid at the minimal wage rate of 100 Russian roubles per hour;
  • protection of freedom of labor unions by law;
  • giving labor inspectorate the right to issue administrative orders, obligatory for employers with regard to violations of labor rights, which employers may appeal in courts of law;
    within 180 days:
  • establishment of courts of labor honor in all organizations, companies and corporations that include an equal number of workers and administrators;
  • introduction of equal pay for work of equal value in all organizations, companies and corporations;
  • introduction of equality of sexes in employment, work pay, and promotion in all organizations, companies and corporations;
  • prohibition of dismissal of workers in all state organizations, state companies and state corporations, except for dismissals according to judgments of courts of labor honor for significant and systematic violations of labor discipline;
  • introduction of priority in employment in all state organizations, companies and corporations for the citizens of Belarus, unemployed for more than five years.
  1. Development of small and medium-sized business
    within 30 days:
  • repeal of licensing (registration) of entrepreneurship;
  • repeal of punishments for trade;
  • prohibition of closure of markets, kiosks and tents for any reason;
    within 90 days:
  • introduction of programs for restructuring of forestry, woodworking and furniture making industries via creation of financial and industrial groups of small and medium-sized forestries, woodworking and furniture making companies;
    within 180 days:
  • creation of 360 thousand of new tents, kiosks and trade vans in the capital city, regional centers, towns and villages and allocation to each of them of a state interest free loan of up to five million Russian roubles, giving priority in granting state interest free loans to the citizens of the republic of Belarus, unemployed more than five years;
  • creation of 30 thousand pay toilets in the capital city, regional centers and towns and allocation to each of them of a state interest free loan of up to 500 thousand Russian roubles;
  • creation of 60 thousand of small industrial enterprises and allocation to each of them of a state interest free loan of up to five million Russian roubles, giving priority in granting state interest free loans to the citizens of the republic of Belarus, unemployed more than five years;
  • creation of 300 new markets and bazaars in the capital city, regional centers and towns;
  • creation of 60 new waste burning factories in the capital city, regional centers and towns;
  1. Protection of family.
    within 30 days:
  • introduction of a paid pregnancy leave for the term of three and a half years (six months before pregnancy and thirty-six months after pregnancy);
  • increase of child pensions to 16000 Russian roubles until a child reaches three years of age;
  • prohibition of child-murder (abortion), except for child murder (abortion) in case of pregnancy as a result of rape, in case of pregnancy threatening the life of a mother, in case when a conceived unborn child is significantly deformed - permanently physically disabled, permanently unconscious or infected with AIDS;
  • prohibition of loss of parental rights, except for loss of parental rights for causing permanent physical disability to a son or a daughter, or rape of a son or a daughter, or sale of a son or a daughter into slavery, in particular into sexual slavery for the purposes of prostitution or production of pornography for sale;
  • restriction of alimonies to 10% of the monthly income of a father of a child;
  • prohibition of the forced labor of parents to cover costs of child support;
  • repeal of criminal responsibility for non-payment of alimonies;
  • prohibition of marriages of perverts – prohibition of registration and recognition of the civil marriage defined otherwise than a voluntary and conscious union of one adult man and one adult woman for the purposes of begetting and rearing children, registered by Belarus or by the Russian federation, prohibition of registration and recognition of the religious marriage defined otherwise than a voluntary and conscious union of one adult man and one adult woman for the purposes of begetting and rearing children, registered by Belarus or by the Russian federation;
  • prohibition of adoption of children by perverts (homosexuals, lesbians, transvestites, beastiars – those who copulated with cattle or beasts, fowls or eagles, fishes or snakes - pederasts – those who vaginally or anally copulated with two or more children below 12 years of age - incestuous – those who committed incest, that is vaginally or anally copulated with father, mother, a son or a daughter);
  • registration and recognition of judaic religious marriage and islamic religious marriage in Belarus;
  • registration and recognition of a civil (everlasting) union in Belarus;
  • registration and recognition of a civil union of bi-sexuals in Belarus;
  • decriminalization of sexual relations between brothers and sisters;
    within 90 days:
  • repeal of so-called maternal capital;
  • creation of the autonomous state system of adoption of unwanted children;
  • rejection of so-called juvenal justice;
  • exit of Belarus from the convention on rights of the child and ending cooperation with globalist organizations IHO, UNESCO, UNICEF;
  • introduction of one-year mandatory psychological consulting of both parents before dissolution of marriage, with simplified procedure of dissolution of marriage available in case of adultery or causing permanent physical disability to a wife or child, or sale of a wife or child into slavery, in particular, into sexual slavery to be used in prostitution or porn prostitution;
    within 360 days:
  • abolishment of orphanage houses and adoption of all children kept therein into adopted families;
  • destruction of brothels (whorehouses), porn studios, harems, sex shops, gay bars and gay clubs, tattoo saloons in Belarus;
  • condemnation and elimination of homosexualism, lesbianism and transvestitism in Belarus.
  1. Dignified old age for all.
    within 30 days:
  • increase of the minimal social pension to 16000 Russian roubles per month with addition of 100 Russian roubles per each year of work experience;
  • repeal of all other elderly pensions;
  • introduction of the obligatory retirement age of 60 years for both sexes;
  • increase of one time burial allowance to bury a dead citizen of the republic of Belarus to 100 thousand Russian roubles;
  • introduction of free allocation of land for burial in Belarusian cemeteries;
    within 360 days:
  • abolishment of elderly care houses and provision of social housing of at least 30 square meters per person to all elderly persons residing therein.
  1. Towards the stars.
    within 360 days:
  • launching of twelve surveillance and communication satellites to establish Belarusian satellite communication, positioning, broadcasting internet system
