Change the following law:

“Experimentation on other human beings regardless of their race or subspecies is completely prohibited. Planets caught experimenting on human beings will face a fine of between $10,000,000,000,000 - $100,000,000,000,000 based on the extent of the experimentation.”

to

“Torture of any intelligent being, including for the purposes of research, regardless of their race or subspecies, is completely prohibited. Planets caught violating this ruling will face a fine of between $10,000,000,000,000 - $100,000,000,000,000 based on the extent of the violation.”

The nation-state of Luna would request that ‘torture’ as it is stated in the proposed amendment be expanded upon and clearly defined to avoid abuse of this language.

Otherwise, Luna expresses support to the general sentiment of this amendment.

Can the honorable man from Luna specify what he desires to be expanded upon? It is the opinion of Europa that torture can be defined both too expansive and too limited, and thus can only be left up to the opinion of the courts to decide upon.

I would like to avoid a possible future of certain member states gaining influence and defining genetic modification as “torture”.

How about including a sub-clause, which defines torture as, “any practice which the intended purpose of is to inflict pain, or the consequence of inflicts unwarranted pain on the subject”.
